Is this puppy sick or what ?

I'm dog sitting for 2 weeks and this puppy looks sick he's really tiny every where but his tummy , that's like huge and he's been sleeping for a while he's nose isnt wet either .... He hasnt been eating but has been drinking water he use's the bathroom on a regular bases to so is he sick by the way he is a pittbull lab mix
