Puppy is 7-8 weeks but was the runt and is displaying fear of everthing?

My hubby brought home a female pup from a friend of ours. she was the runt of the litter and born on Mothers day. she is very fearful and i don't know, off-standish. should we take her back to her mother for another month or so?
