Why is my puppy's hair sticking up?

He's almost 7 months and there are times where he'll get close to me and turn around very slowly like he doesn't know what to do and i thought it was because he wanted me to pet him but then his hair started sticking up but he wasn't mean or anything what does this mean?? my boyfriend says he's horny...
