I have a dog who's aggressive to other dogs?

She's 7 years old and my little sister wants to get a puppy. I've noticed that my dog (Harley) isn't aggressive to all dogs. How should we go about trying to get a new one? Should we ask to associate the dogs before we take the new puppy home at the shelter?
