Why do my dogs do this please read?

I have a chihuahuah and a Boston terrier the chihuahahuah is werid he has to lick everything he chews on the wall and he randomly attacks my hand but he is still a puppy and my Boston terrier he whines and carries on when I touch him when he wants on the bed you have to pat it twice not once but twice and he sniffs my whole face before he kisses me I have no idea what's wrong with them I call then dumb and dumber
