Can i train my 3 month old puppy that lives outside not to wee and poo indoors?

i have a puppy which ive had since he was 7 weekd ols, he lives outside with our older dog, during the first few weeks i had him he stayed in the laundry where he started off using newspaper as his toilet then he went to live outside when he was a little bigger. When he was in the laundry i used to put him outside to do his business but he never did anything until he was back inside again. Id love for him to be able to come inside every now and then and sit with us on the couch and play etc.. But he does his business anywhere and everywhere, so if i do let him in its only for a few minutes at a time. Any advice? Is it possible to train him to live outside yet come inside and not do his business in the house? Hope someone can help :)
